King County Fire Protection District #43, dba Maple Valley Fire & Life Safety is currently recruiting for the position of Human Resource Administrator.
Purpose: Under the direction of the Fire Chief, assists in direction and management of confidential human resource issues. This position assists with assuring compliance with all applicable laws, regulations and policies. Works with the Administrative Office Manager and Fire Chief implementing and complying with contractual obligations.
Essential Duties and Responsibilities:
• Responsible for the coordination and processing of hiring, separations, assignments, promotions, demotions, and/or other changes in status of employment.
• Responsible for the official records to include personnel and medical files, Labor and Industries and OSHA files, promotional testing, employee investigations, grievances, pre-hire background investigations, I-9 files, tracking of performance evaluations, and other records in compliance with Agency policies, state and federal regulations, and confidentiality requirements; maintains strict adherence to transmittable records regulations.
• Responsible for State and Federal law compliance postings and District compliance with DRS, IRS, applicable RCWs and WACs.
• Responsible for worker’s compensation coverage and claims; processes Labor and Industries Stay at Work program reimbursement submittals.
• Conducts salary, benefit and classification analyses, compute and compile survey data and results, assists the Administration Team in negotiations and on occasion attend Labor Management Meetings.
• Assists in establishing and managing Agency programs, priorities and objectives within the assigned areas (e.g. performance evaluation program, policy development, Cafeteria Medical Plan, etc.).
• Coordinate communications and provide information to administrators, other divisions and outside agencies and the public; interpret and explain laws and guidelines, department policies, programs, rules, requirements and procedures.
• Ensure proper timekeeping and collaborate directly with the Administrative Office Manager to ensure proper payroll procedures for L & I and LTD payments.
• Serves as the District Secretary to the Board of Fire Commissioners and communicates pertinent information to the Administrative Office Manager.
• Manages all employee benefits and coordinate all benefit providers.
• Fulfills Office Manager Supervisory duties in the absence of the Office Manager.
• As needed, welcome guests and customers in person and over the telephone in the absence of the Administrative Assistant due to lunch, breaks, vacation or leaves.
Knowledge, Skills and Abilities:
• Principles and practices of human resource administration;
• Employee benefit program policies, procedures and administration;
• Recruitment and selection procedures;
• Pertinent Federal and State laws and regulations relative to areas of Human Resources, including FLSA, ADA, FMLA, EEOC, and other employment-related laws and regulations.
• Employment and collective bargaining laws, agreements and contracts;
• Business letter writing, basic report preparation, and principles and procedures of record keeping.
• Applicable computer software applications.
