District Treasurer
MINIMUM QUALIFICATIONS: Candidates must meet the following requirements on or before the last filing date. Graduation from high school, possession of a high school equivalency diploma, or a high school individual education plan diploma and either:
- A Bachelor’s Degree in accounting, business administration, public administration, economics or a closely related field and two years of experience in the field of accounting or finance work which must have been in maintaining or auditing double entry books of a business including general ledger or maintaining governmental agency books involving appropriation accounting and the preparation of budget and financial reports, one year of which must have been in a supervisory capacity; or
- An Associate’s Degree In accounting, business administration, public administration, economics or a closely related field and four years of experience as described in (A) above, one year of which must have been in a supervisory capacity; or
- Six years of experience as described in (A) above, on year of which must have been in a supervisory capacity; or
- An equivalent combination of training and experience as defined by the limits of (A),
(B) and (C) above.
Experience in a public school setting preferred. .All experience required to meet the minimum qualification section is paid.
REPORTS TO: Superintendent of Schools
SUPERVISES: Financial concerns of:
- Business Office Personnel;
- Transportation Personnel;
- Cafeteria Personnel.
JOB GOAL: Responsibility for the planning, organizing, and developing of the operation and administration of the major business and financial affairs of the school system in such a way as to provide the best possible educational services with the financial resources.
PERFORMANCE RESPONSIBILITIES
- Maintains a close working relationship with all administrators, supervisors, and other staff members to assure optimum success for individual and collective planning in all aspects of the business and financial affairs of the school District.
- Directs, coordinates, and actively participates in Business Office functions such as, but not limited to: annual budget preparation, administration of the working budget, District-wide purchasing and supply management procedures, financial accounting and reporting; and District-wide insurance program.
- Assumes general responsibilities and supervision over the transportation system and cafeteria services throughout the District and is accountable to the Superintendent.
- Provides for proper safe-guards and controls for the public funds, particularly as it pertains to the District-wide purchasing process.
- Maintains an understanding of and exhibits active participation in all facets of the business operation of the School District.
PERFORMANCE ACTIVITIES:
- Advises and assists all administrators, principals, and supervisors in the preparation of their budget.
- Establishes uniform budgeting procedures to facilitate the consolidation of budgets.
- Compiles a budget for the school system through consolidating the separate school and/or departmental budgets and prepares the appropriate revenue plans supporting proposed expenditures to be presented to the Superintendent.
- Provides liaison between the School District and the state regarding such financial matters as state aid and appropriate financial reports.
- Prepares the tax levy and establishes applicable tax rates to be presented to the Superintendent for recommendation to the Board for its approval.
- Coordinates and supervises the collection of taxes.
- Administers the working budget after voter approval, in close concert with the Business office staff and those staff members with school and/or departmental budget responsibility, and effects appropriate budget transfers as necessary.
- Supervises the preparation of bids and quotes and analyzes same for recommendation to the Board of Education.
- Supervises the processing of purchase orders.
- Establishes and executes procedures for the control of inventory of equipment, materials, and supplies.
- Administers the District’s insurance program so as to provide insurance required by law, contractual obligation, or as dictated by good business practices.
- Maintains familiarity with appropriate laws and regulations pertinent to those associated areas of work and informs the Superintendent of changes that will impact the School District.
- Executes instruction and purchases contracts and assures compliance.
- Establishes a calendar of purchasing activities to assure timely ordering and delivery of goods and services.
- Supervises the duties of the internal auditor for the District.
- Manages the District’s real estate and insurance programs.
- Develops, in cooperation with various supervisors, a maintenance and operation long- range planning program.
- Interprets the financial concerns of the District to the community through the Superintendent of Schools.
- Acts as advisor to the Superintendent on all questions relating to the business and financial affairs of the District.
- Attends monthly Board of Education Meetings and Finance Committee Meetings.
TERMS OF EMPLOYMENT: 12 months a year.

EVALUATION: Performance of this job will be evaluated by the Superintendent of Schools.
