Position Summary or Faculty Qualifications
Reporting to the Payroll Director, the Assistant Payroll Director is responsible for supporting and assisting the Director in the management of payroll processes and tax compliance reporting. The Assistant Director will support the oversight of payroll liability reconciliations, researching and resolving payroll issues including corrective actions, serving as liaison to auditors and other external agencies, coordinating adherence to established payroll policies, and ensuring compliance with all tax regulations and applicable laws. This position will also be responsible for the supervision of two payroll employees.
Duties and Responsibilities:
- Assist with the oversight of all University payroll processes according to defined processes and schedules
- Assist with the generation and evaluation of routine reports throughout the payroll process to identify and resolve exceptions to expected payroll output. Audit payroll and related records for accuracy, identify discrepancies, and coordinate with appropriate HR staff to resolve data issues
- Provide excellent customer service, and timely responses regarding all payroll related questions. Respond in a timely and courteous manner to all e-mails and/or telephone inquiries
- Assist with the reconciliation of all payroll accounts to the general ledger on a monthly basis
- Assist with the oversight of project management as it relates to time tracking
- Ensure proper accounting for all taxable benefits
- Ensure proper monitoring of the adjunct payment process
- Partner with Human Resources to ensure that all employees are properly set up and appropriate withholdings are being made as tasked by the Director
- Serve as a co-data steward of the Payroll module and ensure the accuracy, integrity and security of payroll data. Establish policies and procedures to ensure proper and consistent management of information and resources, and ensure adequate financial reporting controls are in place
- Assist with the management of security for access to Payroll information including payroll module forms, reports, shared drives and other related payroll resources
- Management and supervision of activities performed by two payroll employees including creating and maintaining a professional development plan
- Assist the Director by serving as a functional expert for all payroll related forms and processing issues
- Provide data and assist with payroll related requests during fiscal year-end audits, workers compensation payroll audit, and other audit activities as requested
- Partner with the Office of Budget & Financial Planning to ensure appropriate assignment of budget funds as tasked by the Director
- Assist with the adjunct Faculty Load And Compensation (FLAC) process
- Serve as a primary point of contact for employees regarding payroll issues and work closely with supervisors and other Human Resources staff to resolve any time, pay, benefit deduction and compensation change issues
- Assist the third-party tax processors as needed regarding the issuance of all W-2 and 1042-S forms and all payroll tax filings
- Assist the Director to ensure compliance with all court orders and bargaining agreement requirements regarding employee pay
- Prepare, process, and balance payroll liabilities on a monthly basis for accuracy, identifying any discrepancies and making corrections as required
- Provide training and process updates to the staff to ensure payroll processing coverage
- Ensure proper transmission of electronic files to the bank for every payroll
- Assist with the coordination of the payroll year-end processes
- Maintain payroll system functions in collaboration with the Director, Financial Information Systems (as needed)
Secondary Responsibilities:
- Maintain written procedures for business continuity purposes
- Other duties as assigned by all senior management
Physical Requirements and/or Unusual Work Hours:
- Ability to use computer for extended periods of time
- Position may require additional hours to be worked as necessary to ensure payroll is processed timely
- Hybrid eligible for up to 2 days per week
Minimum Requirements:
- Bachelor’s degree in Business Administration or related field
- Approximately 4-6 years of payroll experience and/or a related area including past supervisory responsibility
- Demonstrated ability to gain proficiency with new payroll systems
- Demonstrated ability to lead process improvement initiatives and to develop policies and procedures grounded in best practices
- Demonstrated knowledge of payroll tax laws, regulations, principles and methods
- Ability to manage data and information with a high level of confidentiality
- Strong analytic skills with experience developing reports with Cognos or similar tools is desirable
- Excellent customer service skills
- Excellent written and oral communication skills
- Must be competent with Microsoft Office products
Preferred Qualifications:
- Payroll certifications are preferred
- Payroll management experience in higher education or non-profit setting
- Knowledge of Workday HCM/Payroll
- Experience with ADP tax reporting/processing
