Qualifications:

2. Valid New Jersey Certificate as a Principal or Supervisor
3. Such other qualifications as the Board of Education may find appropriate and acceptable.
Reports To: Superintendent of Schools
Supervises: All special education staff
(Supervision will be sharing with building administration)
Brief Description of Position: Under the direction of the Superintendent, directs and provides leadership for the district’s special education programs and services.
Performance Responsibilities:
- Provide leadership in the development of the district’s special education programs and to promote the identification and delivery of services to children who cannot sufficiently benefit from regular education.
- Evaluate and make appropriate recommendations pertaining to quality programs and services that meet the exceptional needs of individuals as required by law.
- Keep informed of all legal requirements governing special education and ensures that all requirements under administrative code, state/federal law and board policy are met.
- Establish procedures for evaluation, placement, and re-evaluation of students in need of special education and/or related services.
- Supervise and coordinate the activities of the child study team members.
- Coordinate and supervise the provision of related services (counseling, OT, PT, speech/language).
- Initiate, facilitate, and maintain communication with community agencies and other resources to meet students’ needs. Refer parents and students to these agencies when appropriate.
- Encourage, recommend, and create opportunities for the continual development of special education staff and programs to facilitate pupil learning.
- Assume shared responsibility with administration for the recruitment, assignment, supervision and evaluation of all certified and non-certified staff that provide special education services.
- Ensure that student progress is evaluated and monitored on a systematic basis and that this data is used to make programs more effective.
- Manage and maintain legal compliance with appropriate budgets and collaborate with the business administrator regarding funding and expenditure issues.
- Assume responsibility for the preparation and timely submission of all required reports including ADR, IDEA, extraordinary aid, and end-of-year report.
- Assure maintenance of student confidential records as required by the code.
Other Duties
- Assure coordination and provision of transportation, as needed, for special education.
- Coordinate and supervise the districts participation in the SEMI/MEDICAID process.
- Provide case management to special education students in out-of-district programs as needed.
- Assist appropriate personnel with the collection of special education data required for State Aide (ASSA) on a yearly basis.
- Facilitate the counselor/CST VAT meetings.
- Attend SI&RS meetings as needed.
- Assist building administration in the development of the special education students’ schedules.
- Attend county Supervisor/District meetings as scheduled.
- Any duties as may be assigned by the superintendent for the good of the district.
In the performance of the above, the Director of Special Education shall visit the schools regularly, work cooperatively with other administrators and be informed of developments affecting special education services.
Terms of Employment: Twelve (12) month contract
Evaluation: Performance of this job will be evaluated in accordance with provisions of the Board Policy on Evaluation of Administrative Personnel.
