General Statement of Duties
The position of Code Enforcement Officer is a non-sworn position that is responsible for the enforcement of municipal codes and related rules and regulations. Work is completed independently, receiving occasional instruction or assistance when new or unusual situations arise, applying well developed program knowledge, and existing judgment and initiative.
Duties and Responsibilities
Essential Duties and Tasks
- Periodic patrols or inspections for violation of local codes
- Receive and respond to complaints of code violations to signage, nuisances, housing conditions, land use, zoning, animals, noise, weeds/tall grass, dumping and other code-related matters in various formats such as in-person, by mail, telephone etc.
- Demonstrate effective communication skills and techniques required for gathering, evaluating and transmitting information, Provides information to persons who request information or assistance in code enforcement matters.
- Meet with owners, tenants, contractors, business owners, etc. to review violations and explain code requirements to achieve code compliance.
- Prepare and maintain a variety of correspondence, memoranda, written warnings, notices to appear, citations, records and reports relating to code enforcement issues and actions.
- Conducts field inspections of violations and takes appropriate action to correct the violations, verbal warning, correction notices or citation.
- Appropriately logs complaints, assigns case numbers, and establishes case files.
- Enforces municipal property maintenance, codes and ordinances.
- Researches a variety of internal and external records to obtain information relating to cases, applicable local and state law, codes, ordinance and policies. Determines the parties responsible for violations and verifies landlords/deed holders.
- Reports situations that may be encountered and are outside the Code Enforcement training to the Supervisor.
- Coordinates efforts with the police, zoning administrator, public works, fire and related departments or other agencies as needed.
- Reviews cases being prepared for hearings with emphasis on evidentiary and legal issues crucial to the successful prosecution of the case. When necessary, appears in court and testifies professionally and impartially.
- Represents the municipality in professional manner and effectively deals with the public to gain their cooperation in resolving problems and concerns.

Knowledge , Skills and Abilities
- Knowledge of principles and practices of research and data collection
- Knowledge of effective writing techniques
- Knowledge of computer hardware and software programs, which may include Microsoft Office, and Internet applications
- Oral communication and interpersonal skills to explain rules and procedures clearly to the public
- Problem-solving skills to gather relevant information to solve vaguely defined practical problems
- Ability to apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions
- Ability to perform basic map reading and apply mathematical principles for purposes of reading plans and maps.
- Ability to work on several projects or issues simultaneously
- Ability to work independently or in a team environment as needed
Physical Requirements

- Inside work that is typically performed in a standard office and in the field
- Required sitting, walking, stopping, talking and hearing
- Ability to lift approximately 25 lbs.
- Possess the ability to use hands to touch, feel to operate tools or controls; endure extreme weather conditions.
- Ability to operate a motor vehicle and have a driver’s license.
- Ability to climb ladders and access roofs, attics, crawl spaces, basements, holes, pits and trenches unassisted.
Desirable Education and Experience
- High School diploma or GED equivalent required. College and/or business coursework is preferred.
- Three (3) years of experience in code enforcement or property maintenance code inspections is preferred.
- Must possess NCDOI standard certification, or have ability to obtain certification within six (6) months of hire.
- Computer proficiency and demonstrated knowledge of related software programs, office equipment, and other tools utilized during field inspections is required.
Salary for the position is negotiable based on qualifications and experience.
